Latest Updates from the TCB Council Workshop in Dallas

The semi-annual TCB Council Workshop took place from Sept 29 – Oct 1, 2026, in Dallas, Texas, where the latest scientific, standards and regulatory developments were presented

Justin Rison of the U.S. Federal Communications Commission (FCC) presented upcoming radiofrequency (RF) exposure guidance for portable devices above 6 GHz, to be formalized soon in KDB 889854. Equivalent source reconstruction (ESR) is the required field reconstruction method for incident power density (IPD) assessment above 6 GHz and does not require pre-approval guidance (PAG) approval. Above 24 GHz, both ESR and plane-to-plane phase reconstruction (PTP-PR) are accepted field reconstruction methods. Alternative methods require FCC review through Persistent Inquiry Acceptance (PIA) or PAG. DASY8 Module mmWave V4.0 implements both PTP-PR and a fast, robust ESR algorithm.

Dr. Alfonso Tarditi, Technical Research Branch Chief at the FCC, presented several proposals to strengthen the scientific basis of testing rules and improve test evaluation time. One of these is the use of specific absorption rate (SAR) pattern superposition for combining measurements from simultaneous transmitters, which is intended to replace the existing SAR to Peak Location Separation Ratio (SPLSR) procedure in the future. During the question period, he stated that spatial combining of spatial SAR (sSAR) patterns is the robust way to do this. DASY8 Module SAR and cSAR3D already support the sSAR method pioneered by the IT’IS Foundation that replaces the very time-consuming DASY8 volume scans.

ISED Canada presented an update of their work on radio equipment standards, including the recent release of Notice 2026-DRS0002 which incorporates the newly published IEC/IEEE 62209-1528 AMD 1, with some exclusions. ISED is now turning its attention to other updates to the RSS-102 series, including SAR.MEAS Issue 3 (which will incorporate motion sensors and device-specific methods), IPD.MEAS Issue 3 (incorporating detailed time-averaged IPD measurements), IPD.SIM, and APD.SIM.
